Confluent Corporation is a company with history, vision, and it's on the
move. The company is a Vietnam era Veteran owned small
business, organized and focused as a comprehensive IT support services
partner to its public and private sector clients; providing, network
services, information management, outsource support, and depot level
support. Confluent was established in 1995 and maintains a Technical
Center in the Ammendale Technology Park,
Beltsville, Maryland and business offices in Reston, Virginia.
Confluent has a separate Service-disabled Veteran Owned company, Allied Technical Services
Group, LLC. ATSG is a national network of Veteran/Service-disabled
IT services companies. The business of ATSG is to acquire Federal
contracts either direct or through subcontracting with Prime's and to manage the
distribution of work throughout the network of participating Veteran
owned companies. ATSG as a single resource helps Federal agencies and large Prime's meet
their small business and socioeconomic contracting goals.

Patrick A. Kelly
President & CEO
•Confluent
operations are managed by its Chief Executive Officer, Patrick
Kelly. Mr. Kelly is a thirty year business development and
business operations IT veteran. Mr. Kelly has managed National
divisions for major corporations and has led the successful growth
of small technology based companies. At Confluent, his focus will
include leveraging the company’s years of excellent IT
services experience and broad client base into managed growth
through expanded capabilities. Primary responsibilities include
setting a vision, execution of the overall business plan, implement
fiscal disciplines, negotiating key alliances, and establishing the
corporate ethic. Mr. Kelly will set the company goals and will set
the direction for continued growth.
Douglas A. Spooner
Executive Vice President & Co-Founder
Mr. Spooner brings seventeen years of extensive electronics experience
incorporating design, prototype, and component level expertise which was
acquired through a long engagement with Bell Atlantic. Mr.
Spooner has applied his years of extensive electronics experience to the
innovative technical problem solving that has become a trademark of Confluent. Mr. Spooner is a professional who is very highly respected by
clients, competitors, and the senior technical pro's under his charge.
Mr. Spooner oversees all technical systems operations and directly manages
all customer deliverables, plus the company's client responsiveness.
Crede Davis
Vice President, Corporate Administration
Mr. Davis is degreed in business and accounting with a background
of more than 20 years in a variety of industries and roles, from
computer programming, to working on classified projects in quality
assurance, procurement and contract management, to marketing, sales and
corporate administration. Mr.
Davis brings strong managerial and organizational skills to his
role. Mr. Davis is responsible for the company's U.S. House Of
Representatives contracts and for the company's administrative
operations which includes Federal and Commercial contracts.
